About AYL
Shared, neutral
employability trust
infrastructure.
AYL — the Agentic Youth Layer — makes youth employability measurable, portable and auditable across Africa. It is not owned by any employer, ministry or NGO. It is national infrastructure that every institution can plug into.
The Philosophy
Five principles built into
Five principles built into
every layer of AYL
01
History is Employability Capital
Every completed gig, apprenticeship and job accumulates into durable advantage. Nothing is forgotten when a young person moves to a new employer or city. The record travels with them — permanently.
02
Behaviour Beats Declarations
Real behaviour over time — attendance, task completion, supervisor ratings — is more predictive than any self-reported CV. AYL scores what actually happened, not what someone says happened.
03
Guidance, Not Judgement
Every score tells the youth how to improve — not just where they stand. No one is written off. The system always provides a clear, achievable path forward. Low scores are starting points, not verdicts.
04
Neutral Infrastructure
AYL is not owned by a single ministry, NGO, employer or technology vendor. It is neutral public infrastructure that multiple actors plug into — guaranteeing no single institution can capture it for its own agenda.
05
Auditability by Design
Every scoring decision is explainable and traceable to the specific events that drove it. Structured processes replace ad hoc discretion. Appeals are built in from day one. No black boxes.
What AYL Does
Four things AYL delivers
A unique Agentics Youth ID
Every registered youth receives a persistent, portable identity — verified against national ID systems, anchored to their phone number, and continuously updated as they gain experience and complete activities.
Transparent Employability Score
A composite score from 0–100 built from four core indices — Reliability, Soft Skills, Technical Skills and Stability & Growth. Every score driver is visible and explainable. Employers see the evidence. Youth see what to improve.
Matching & Recruitment Workflows
End-to-end recruitment for private sector, gig platforms and security/public service. Employers define roles, AYL generates shortlists. Security intake becomes digital, controlled and fully auditable.
Hard Outcome Metrics
For DFIs, government and programme partners: placements, retention, income uplift — not attendance figures, not programme completions, but actual lives permanently changed and evidenced.

AYL is designed with a 30-year horizon. Every architectural decision — identity, scoring, governance — is made for the long term.
