Every candidate passes through a structured digital process — each stage timestamped, officer-attributed and immutably logged.

APPLICATION
Candidate applies digitally via USSD or app. AYL automatically checks their Employability Score against the role's minimum threshold. Applications below threshold are declined immediately — before anyone wastes time on them.

PRE_SCREENED
Passed threshold applications are scored on the Security sub-profile — Discipline & Fitness indicators combined with the standard Reliability and Technical indices. Only candidates above the security-specific threshold proceed.

INVITED_BATCH
Pre-screened candidates receive controlled batch invitations — staggered by time slot and location to prevent crowding. Maximum candidates per batch defined by the agency's own capacity. Candidates who do not confirm their slot are automatically replaced from the waiting pool.

ARRIVED
Candidate checks in digitally at the venue — scanned Ghana Card or AYL ID. Arrival time timestamped. Officer who processed arrival logged. No paper registers. Real-time arrival count visible to command.

MEDICAL · FITNESS
Health screening and physical fitness test results recorded digitally by the examining officer — result, pass/fail, examining officer ID, timestamp. No paper forms. Results feed directly back into the candidate's AYL record.

BOARD
Panel interview with structured scoring — each panellist records their scores digitally. Panellist identity and scores are logged. Aggregate score computed automatically. Deliberation notes optional but encouraged.

FINAL_LIST — Immutable, Defensible, Published
The final selection list is cryptographically sealed in AYL's immutable audit chain. Every candidate's journey through all 7 stages is preserved — the specific officers, scores and timestamps that led to each outcome. The list can be audited by the agency, the Civil Service Commission, Parliament or a court of law at any future date. Favouritism and tampering become structurally impossible.
